The WRA
The WRA was a group created to find locations for, build and take people to the Japanese. It was created through Executive Order 9102.
They also asked the inmates a "loyalty questionnaire" to prove whether they were loyal to the U.S or not. If they answered incorrectly they were transferred to Tule Lake which eventually became maximum security. This led to over crowding and riots.
Public Opinion Towards Japanese
Even before Pearl Harbor and Order 9066, Japanese were looked down upon by people in the U.S. They were seen as threats to out economy.
